In this tutorial I will be showing you all how to create nice looking clouds in a few simple steps without having to brush them. I assume you have some knowledge of Photoshop, if not try learning the interface first.
Create a new document of any size you prefer, ill be using 525x200px here for the tutorial.
Now some short steps that need to be followed:
  1. Create a new Layer (Named 'Clouds')
  2. Set layer blending mode to overlay
  3. Add a cloud Filter (Make sure your colors are set to black & White)
  4. Hide the background layer

If that all worked out there should be the regular clouds visible now as we probably all have seen before.
Now here is where it comes another 2 steps:
  1. Duplicate the 'Clouds' layer (Windows: CTRL+J - Mac: CMD+J)
  2. Redo the clouds filter (Windows: CTRL+F - Mac: CMD-F)

Now for the clouds repeat these two steps 3 more times, so you have 5 cloud layers.
Select all 5 Cloud layers. Then Merge them (Layer > Merge Visible (Windows: CTRL+E - Mac: CMD+E))
Go to the Channels panel and CTRL/CMD + click the RGB image icon in front to get its selection.
  1. Then back to the layers panel create a new layer and filling the selection with Black (Named 'Black')
  2. Then create another layer and fill the selection with white (Named 'White')
  3. Remove the original Clouds layer
  4. Set the opacity of the black layer to ~20%
And the last step is to set the background color, I used a blue tinted gradient.
Final Notes
Though we are done, the results can vary a lot since its all at random. Also if you do step 3 for example with 15 cloud layers instead of 5 the results look a lot different and can more of what your looking for.

Also moving the black layer down/left 5px gives it a lot more depth and feel to it.
