Ok I started out by looking for some reference pictures.
Then at first I tried to make a material with a displacement map to get the effect, but that didn't work out.
So instead I modeled all of it I started by creating one ring as you can see here
Then I copied this one a couple of times and rotated them to make it not seem like its repeated.
This is a render with materials applied, the materials I used are quite simple. Its a basic falloff map with a speckle map as bump.
Heres a dummy example:
Then I used a bend to make it well bend... Added another one to the side and some basic dummy's (splines) in the back.
All of this was just to decorate the scene and give it some depth.

Then I did some small color adjustments in Photoshop and here is my final
